On July 15, community leaders, partners, members, and neighbors gathered to celebrate the grand opening and ribbon cutting of The Mill Seaford, marking an exciting new chapter for the Nylon Capital Center in Western Sussex County.
More than a ribbon cutting, the celebration represented years of vision, collaboration, and perseverance. What was once a largely vacant shopping center is now being reimagined as a vibrant, $60 million mixed-use campus where business, education, healthcare, and community come together.
For The Mill, it’s another opportunity to do what we’ve always believed in: create spaces where people connect, businesses grow, and ideas become reality.

Former Governor of Delaware and current Mayor of Wilmington, John Carney spoke about the state’s $20 million investment that helped catalyze the broader $60 million redevelopment. Reflecting on nearly three decades of public service, he called the revitalization of the Nylon Capital Center one of the most meaningful projects of his career, recognizing its lasting impact on the Seaford community.
Representative Danny Short
Representative Danny Short shared personal memories of growing up near the shopping center and watching its transformation firsthand. In one of the day’s lighter moments, he presented Robert Herrera with a ceremonial cowboy hat, celebrating the strong partnerships and community spirit that helped bring the project to life.
Senator Bryant Richardson
Senator Bryant Richardson emphasized the importance of creating opportunities that allow local businesses, families, and future generations to succeed close to home. He highlighted how bringing education, healthcare, entrepreneurship, and flexible workspaces together on one campus creates lasting value for Western Sussex County.
Matt MacCoy | Mayor of Seaford
Mayor Matt MacCoy reflected on the Nylon Capital Center’s place in Seaford’s history and celebrated its transformation into a destination once again. He thanked the many partners whose dedication turned years of planning into a vibrant new campus that will serve the community for years to come.
Charles Anderson | Seaford City Manager
Charles Anderson, Seaford City Manager shared remarks on behalf of Former Mayor David Genshaw, recognizing the persistence and collaboration required to bring the project across the finish line. He also reflected on the city’s long-term commitment to revitalizing a property that now represents renewed opportunity for the entire region.
CJ Bell | Director of the Delaware Division of Small Business
CJ Bell spoke about Delaware’s continued investment in entrepreneurs and small businesses. He noted how collaborative workspaces like The Mill help lower barriers for founders while providing access to the resources, technology, and connections needed to grow.
Robert Herrera | Founder of The Mill & Partner at 9SDC
Robert Herrera reflected on the years-long journey to acquire and redevelop the former shopping center. He shared stories of entrepreneurs who met over a cup of coffee at The Mill, built lasting partnerships, and grew their businesses from a single desk into companies valued at more than $100 million. As The Mill opens its third location, he expressed excitement about joining Delaware Technical Community College, TidalHealth, and other partners in creating a destination where businesses of every stage can thrive.
